CHAIN OF COMMAND FOR
EXHIBITORS,VOLUNTEERS & GUESTS
Doyouhaveaquestion,concern,observationormaybeagoodideathatyouwould
like to bring to someone's attention? The following is the "chain of command" that
will allow your voice to be heard.
1.
First level for question, concern or discussion is with a club leader.
2.
If not satisfied, second level is the appropriate Barn Superintendent.
3.
If not yet satisfied, the third level is the General Superintendent, either
Livestock (Mike Oliver or Jim Ritter) or Exhibit Building (Darleen Luchenbill,
Darlene Fitzgerald or Levi Voorhies).
4.
If your voice has not been heard to your satisfaction through the above
channels, the Executive Committee of the Board of Directors will be glad to
talk with you. They may choose to direct your question or concern to the full
Board of Directors. Any Director or the Fair's Office Manager will be glad to
schedule an appointment for you.
COMPLAINT & APPEAL PROCEDURES
All complaints
regarding the possible disqualification of an animal or exhibitor
due to eligibility must be in writing from an exhibitor or parent. These must be
received by the species superintendent 18 hours before the start time of applicable
show or shows.
Persons having claims
against the Association must present said
claims in writing, to the Fair Office by the close of Fair, in order that they may be
examined at the first meeting of the Board of Directors.
The procedure is as follows:
R 285.811.10 Complaints and appeal.
(1) Any exhibitor may file a complaint regarding any of the following:
(a) Conflict of interest of the judge.
(b) Disqualification of an exhibit or exhibitor.
(c) Exhibitor, group leader, or superintendent behavior.
(d) Eligibility of the exhibit.
(2) The
appeals process
is as follows:
(a) In accordance to the annual appropriation act, exhibitors are allowed
to file a written complaint within 10 days after the end of the fair or
exposition.
(b) The fair will define the steps for board review, investigation and issuing
of findings and recommendations for action on the complaint.
(c) Notify the exhibitor filing the complaint that he or she may make an
appeal to the department (MDA) within 45 days of filing the initial
complaint if the exhibitor is not satisfied with the association's action.
(3) The department shall have 60 days after receipt of any appropriately filed
appeal to investigate the complaint, and shall issue a finding of fact and
notice of department (MDA) action and any recommended actions for the
association. For specific Shiawassee County Fair procedure, see below.
SHIAWASSEE COUNTY FAIR APPEAL PROCESS
(1) First complaint to be reviewed by the Department Superintendent.
(2) If not resolved, complaint to be reviewed by the appropriate General Supt.
(Exhibit Bldg. - Darleen Luchenbill, Darlene Fitzgerald and Levi Voorhies;
Livestock Area - Jim Ritter and Mike Oliver).
(3) If not yet resolved, complaint to be reviewed by the Executive Committee.
(4) If necessary, the complaint may be reviewed by the Fair Board at the first
meeting following the Fair (the complainant must call and arrange to be
put on the Agenda for the meeting) or within 10 days, whichever is first. A
meeting of the Executive Committee will be called, if necessary.
MISCELLANEOUS PROVISIONS
CAMPING RULES & REGULATIONS are AVAILABLE AT THE FAIR OFFICE
UPON REQUEST.
NO BICYCLES, MOTORCYCLES, ROLLERBLADES, or SKATE BOARDS
PERMITTED ON THE FAIRGROUNDS.
NOANIMALSALLOWEDONTHE GROUNDSOTHERTHANTHOSE BEING
EXHIBITED & Service animals.
This Fair complies with state and local
healthregulationsaswellasfederalADAregulations.*ServiceAnimals*means
any animal trained to do work or perform tasks for the benefit of an individual
with a disability.
Pets providing emotional support, well being, comfort or
companionship
are not recognized as service animals under ADA regulations.
(Exceptions: A request must be filed with the Fair Board prior to opening day
of fair. All health papers must be available as required for that species.)
GOLF CARTS, ATVS, ETC. ARE NOT ALLOWED ON THE GROUNDS FAIR
WEEKEXCEPTBYSPECIALPERMISSION.
Applicationsforspecialpermission
must be made through the Fair Office at least two weeks before the first day
of the Fair. If approved, units must provide proof of liability and property
insurance and display special identification for Fair week.
RAFFLE AND FUNDRAISING POLICY
The sale of raffle tickets, auctions or similar events on the Fairgrounds during fair
week must be approved by the Fair Board. Requests must be receive by the Fair
Office at least one (1) month prior to the event to allow the Board to review the
request. Raffles and/or sales may be held only by clubs, exhibitors or vendors who
have paid for either commercial or exhibit space.
A raffle, sale, auction, etc., must:
1. Submit a sample of advertising copy for the event for approval by the Fair Board.
2. Confine solicitation to the area designated by the Fair Board; under no
circumstances shall soliciting be "at random" throughout the Fairgrounds.
3. Be limited to one per barn/area at any given time. If two or more groups would
like to hold an event in the same specified barn/area, they may agree to split
the event/sale time, each using the specified area for an agreed upon period
of time.
If a complaint is received related to the raffle, sale or auction, a Fair Board
representative will give a verbal warning to the group. If a second complaint is
received, the group will be asked to discontinue the event.
RULES & REGULATIONS
PRIVACY POLICY
Privateand/orpersonal informationentrustedtotheShiawasseeCountyFairOffice
shall be placed in a secure, locked file when stored, and held in a locked room
when in use by office staff. Computer records will use encoded Social Security
numbers and will at no time be available to the public. When the information is
no longer required for use in the office, or for use should an audit be ordered, it
will be destroyed (burned) on the premises.
RELEASE FOR AUDIO, VIDEO, WEB-SITE,
FILM AND PHOTOGRAPHS
By entering and/or attending the Shiawassee County Fair all exhibitors and/or
visitors authorize the fair officials to use voice recordings or photo images taken
on the grounds for educational or promotional programs, in any form or manner,
without payment of fees, and release any claims for violation of rights of privacy
and publicity, in perpetuity.
DUTIES OF EXHIBITORS
Barn rules will be posted in all barns (livestock and still exhibits) and will apply to
all exhibitors, including: 4-H, FFA, Independent, Cloverbud and Open exhibitors.
Exhibitors are expected to follow the posted rules and will be responsible to the
Superintendents of that barn if rules are ignored. Failure to comply may result in
withholdingexhibitor'spremiumsordismissaloftheexhibitfromtheFair.Exhibitors
refusing or failing to exhibit livestock when so requested by the superintendent
in charge shall be penalized the amount of their premiums at the direction
of the superintendent.
RELEASE OF EXHIBITS
All animals, tack, decorations and displays must remain in place and not removed
until designated time as explained and posted in each specie barn.
Any exhibitor violating the Release of Exhibits Rules will forfeit their total premiums
from the current year's Fair andwill be put on probation.Probation will be decided
at the time of the infraction so as to be relevant to the rule violation. A second
violation will result in the exhibitor being prohibited from exhibiting at the Fair.
An exhibitor helping someone else will also be considered in violation of the rule.
• All other exhibits shall be released 9:00 a.m. - 1:00 p.m., Sunday morning.
• All exhibitors are asked to help clean the grounds on Sunday
morning at 9 am. Please report to the East end of the Main Arena.
• Monday evening (August 13) at 6:00 will be a work bee to get ready for the
following weekend's horse show.
ELECTRIC LIGHTS & POWER
Electric lights and power may be arranged for in any building or for outside
exhibits on the grounds by applying to the Fair office seven (7) days prior to fair.
Such current, labor andmaterial shall be paid for by the applying exhibitor or party
in excess of one 110v outlet.
